Edward W. Forbess
Acting General Manager and VP - Network Operations

A founding member of the Harbor team and a veteran of the United States Air Force, Mr. Forbess oversees all aspects of the company's Technical Sales, network operations, engineering and customer installations. A telecommunications professional with a vast range of hands-on industry experience, he has been responsible for the design and implementation of several large telecommunications networks.

Prior to joining Harbor Communications, LLC, Mr. Forbess was responsible for the successful build-out of a regional voice, data and long distance network for a regional telecommunications provider. In doing so, he supervised a group of engineering and technical professionals across five southeastern states and eleven individual markets. His responsibilities also included the design and completion of a Network Operation Center dedicated to the management of the fully integrated network, one that he also deployed. This industry experience was built on a solid career path that included the successful implementation of a national two-way paging network with Skytel out of Jackson Mississippi. The implementation included not only responsibility for the engineering design, but also for the deployment of technology and underlying contract negations with a variety of national service providers. In this position, Mr. Forbess was responsible for an organization of approximately 75 professionals.

In addition to his vast wireline which included 12 years with MCI, data and wireless paging experience, Mr. Forbess also designed and deployed a wireless Network Management Center for Internet provider Airband. Responsibilities with Airband included the management of the 7 x 24 Network Operations Center and the recruitment of several senior Airband management team members.

Mark B. Baggs
Vice President - Internal Operations/Marketing

Mark B. Baggs, a founding member of the Harbor management team and Director of Information Services, provides leadership for all enterprise technology initiatives within Harbor. His 22 years of experience includes not only the telecommunications and technology industries, but also a variety of other industries such as banking, manufacturing, and product distribution.

Most recently, as Director of Information Services of a regional telecommunications service provider, Mr. Baggs was responsible for the development and implementation of the provider's operational support systems that supplied the technological infrastructure for customer billing, customer care, financial management, service provisioning and a variety of other critical business systems. Under his direction, the operational systems were responsible for the generation of monthly billing in excess of $1 million in revenues and the support of 8 switching facilities in eleven operational markets.

Prior to beginning his career in telecommunications, Mr. Baggs was responsible for the management of the information systems infrastructure at a manufacturing and distribution center in north Alabama. Under his guidance, the company underwent a major renovation of its legacy platforms. This revamping ultimately led to the successful implementation of a system that is still in production today.

Mr. Baggs' successful career path was built on a foundation of engineering and business studies within the University of Alabama system and initial system development experience in the banking industry.

Leigh Ann Wooten
Director - Regulatory

Having spent more than 10 years in the telecommunications industry, Leigh Ann Wooten has established a proven track record administering state and federal regulatory activities for companies such as ITC-DeltaCom, Actel Integrated Communications Inc, and Touch 1 Communications, Inc. As Harbor Communications' Regulatory Director, she is responsible for charting the course through an ever changing telecommunications regulatory environment. She possesses the knowledge and acumen required to tackle the challenges facing today's competitive telecommunications industry. An Atmore, Alabama native, Ms. Wooten received both her undergraduate degree and graduate MBA degree from the University of Mobile.
